Algorithmic design of logistics infrastructure for Russia – China cross-border trade: a systemic process approach

Abstract. The article is devoted to the development of an algorithmized model for designing the logistics infrastructure of cross-border e-commerce between Russia and China under the conditions of digital transformation of the global economy. The relevance of the study is determined by the need to establish reproducible methodological approaches that integrate institutional, technological, and organizational elements within the framework of the Eurasian Transport Framework. The methodological basis consists of structural modeling
tools (IDEF0) and process analysis (BPMN), which enable a systematic description of infrastructure elements, their interrelations, and management mechanisms. The study presents a four-stage design algorithm that includes the identification of initial conditions, the development of alternative design solutions, their multicriteria evaluation and selection of the optimal variant, as well as the introduction of risk management and monitoring instruments. The scientific novelty lies in the formalization of a system-process approach to the development of logistics infrastructure, ensuring the alignment of strategic objectives at the macro level with practical mechanisms of micro-level logistics processes. The author’s contribution is expressed in the development of an algorithm that may be applied both by public regulatory bodies and by business structures engaged in Russian-Chinese trade.
